The Core Rule: Visit Visa vs. Emirates ID Residence

If you enter the UAE on a standard tourist or visit visa, federal traffic laws allow you to rent and operate a light motor vehicle using an approved national driving license. When is an International Driving Permit (IDP) Mandatory?

If your home country is not on the RTA exemption list (including India, Pakistan, Egypt, the Philippines, Nigeria, and most non-exempt Asian or African nations), an IDP issued in your home country is legally mandatory alongside your original national passport and license card.

  • The IDP must be issued prior to arriving in the UAE; you cannot apply for an international permit inside Dubai for a foreign license.

  • The IDP must be presented physically alongside your domestic national driving license (the IDP alone is not a valid license).
